Kabali (Rajnikanth), a Kuala Lumpur based don is released from prison after serving 25 years. Kabali was convicted for a false charge for starting a massacre in a local Hindu temple which killed many people including his wife Kumudhavalli (Radhika Apte). Upon being released, Kabali resumes charges of his old gang and confront Loga (Mime Gopi) and kills him after he says ill of his wife.
Kabali then realises that his wife may be alive. Later, Kabali survives an assassination led by Kumaran (Kalaiyarasan), because Kabali killed Kumaran's father Tamilmaaran (Charles Vinoth) in front of him when he was young. The next day, Kabali talks about his past at a function organised by the Free Life Foundation School, a school dedicated to reforming those youngsters involved in criminal activities.
Kabali reveals his intentions about killing Tamilmaaran, and Kumaran who was also present at the function realises his mistake and apologises to Kabali. Through Kumaran, Kabali learns the whereabouts of Velu (R. Amarendran) who was present during the temple massacre and who might be aware of Kumudha. After confronting Velu, Kabali realises that his daughter is alive. Velu hired a contract killer Yogi (Dhansika) to kill Kabali.
Yogi reveals herself to be Kabali's daughter raised by Velu. Yogi also tells him that Kumudha is alive and well and is living in Puducherry with a French family. Will Kabali reunite with his wife and daughter as a happy family forms the rest of the plot!
